Intelligence would have to, kind of, refer to a deeper understanding of Our common Universe (preferably in all it's numerous dimentions) and it's inherent natural laws and regulations, in their constant Reactions and Interactions with the Sum of our individual/ communal Thoughts and Actions, as the Common Family of Humanity - which is how we're viewed in the eyes of the universe!
Therefore, the un-intelligence agencies of the globe,
would then be- phylosophically speaking- the ones who's thoughts and actions are kind of against the Natural Laws of Our Common Universe, and therefore, against Our Common Good!

Assuming that our common universe is based on same pathatic backward laws that only benefit a certain race or faction or fanatic view or group or ideology...etc, would kind of fall into the category of pervert stupidity (phylosophically speaking ofcourse;)
