the one most important problem with secret services is that
as time has shown and proven: they could be servicing the cartels against the National Interests and in fact doing crazy things around the globe which would be totally against all of Humanity, including their own family and Nations, yet not knowing it.

it's an act of agression and counteractive to global peace.
So Nations don't need spy units.
The Cartels will continue their spy games anyways.

It might be logical and explainable to have Anti-Spy forces,
but it's neither reasonable nor logical to Spy against other Nations,
