if it can tolerate and balance all interests and cultures

self-regulating cultural communities free to govern themselves locally
and then there is a National and International Governing body of all reps.
representatives of cultural leaders, of these cultural communities.
culture as in: way of life: including everything from food to faith.

and global village needs self-sufficient cultures and farms .)

the lands will have to be freed for cummunal usage and sharing.
once freed and ready for the formation of Global Village farms
the lands can be regulated for appropriate/ enviro.friendy usage
by related local/ national and/or international committee ~
that would be a good Utopian model for future of the empire:
allowing Cultural Communities to govern themselves locally ;)
Tolerating all different Cultures and their beliefs and way of life
Maintaining Global Harmony and Balance is easiter that way~
because these Communities are Cultural=wiser, more considerate,
and the Equilibrium isn't thretened by omiting certain ~ life style ~
but it's essential to cure sado'masochism by then,
that`s the root of the dark forces of chaos, deceit, and terror,
not capable of tolerating no ``Others`` because of their illness.
if ancient warriers could sit down with the enemy
and try to avoid war over dinner, and negociate a solution
then Modern man can also sit down and Think of a way. . .
to Tolerate the `Other`and to negociate peaceful solutions.
otherwise,
the systematic brainwash and programing was effective,
to turn the MO`dern Men into Content Slaves and Robots.
then there can`t be any progress,
for Robots lack Cultural Creativity - - Wisdom ;)
they only think they`re smarter,

little they know wisdom has nothing to do with being a smartass.
it has everything to do with being a compassionate humane being
